During the month of August 2008, the Yuba-Sutter Narcotic Enforcement Team (NET-5) received information that Ronald Wade Fine (23 years old) was distributing methamphetamine from his residence, 400 block of Park Ave., Yuba City. Fine's residence is directly across the street from Yuba City High School. While conducting the investigation into Fine's drug trafficking activities, NET-5 observed Fine selling methamphetamine from his residence while Yuba City High School was in session. Although, several of Fine's customers appeared to be young adults, it is undetermined if they were actual YCHS students.
On 09/09/2008, NET-5 assisted by the Sutter County Sheriff's Department and the Yuba City Police Department served a search warrant at Fine's residence. The search warrant was served after school hours at approximately 2000 hours in consideration of the welfare of YCHS students. The YCHS school resource officer was notified in advance of the service of the search warrant.
Upon service of the search warrant, Fine attempted to flee the residence by jumping over a side fence. Fine was apprehended in the front yard of an adjacent residence by a NET-5 agent and a YCPD K-9 officer. Just prior to be taken into custody, Fine attempted to discarded an ounce of methamphetamine.
Upon entry into the residence, the residence smelled of burnt marijuana. In one of the bedrooms of the residence was a small marijuana grow operation consisting of four pre-budding and eight young marijuana plants. Additional loose marijuana was located on a coffee table in the living room of the residence. Fine claimed ownership of all the marijuana stating it was for medicinal use and that he had a prescription. Fine was unable to produce his prescription.
Located inside the residence were Fine's girlfriend, Melissa Lynn Furr (22 years old), Earl Thomas Hardy III (24 years old), Roger Valadez (25 years old) and Furr's mother Sharon Lynn Furr. Additional methamphetamine in three separate packages totaling an 1/8 ounce was located inside the residence. Also seized from the residence were digital gram scales, methamphetamine distribution packaging material, glass methamphetamine smoking pipes, a shotgun and ammunition.
A stolen generator that was reported stolen earlier in the day was located at the residence. YCPD had information that Thomas Hardy III was involved in stealing the generator. Additionally, while searching the residence, several prospective customers called the residence wanting to purchase methamphetamine. One of the prospective customers wanted to trade a knife for methamphetamine.
Fine was arrested for possession of methamphetamine for sale, distribution of methamphetamine within 1000 feet of a school, possession of drug paraphernalia, possession of a firearm with drugs, possession of stolen property and criminal conspiracy.
Melissa Furr was arrested for possession of methamphetamine for sale, distribution of methamphetamine within 1000 feet of a school, possession of drug paraphernalia and criminal conspiracy.
Thomas Hardy III was arrested for possession of stolen property.
Roger Valadez was arrested for a parole violation.
It goes without saying, this type of drug trafficking activity, literally directly across the street from YCHS, potentially puts the students at great risk.
